How can I sleep well with constant loud tinnitus? White noise doesn’t work because the affected ear is deaf?

I’m 21 and for 5 years have had extremely loud constant tinnitus in my right ear due to Meniere’s Disease. I haven’t had a good night’s sleep for literally ages. I don’t hear very well out of my right ear, though my left ear is normal.

So I was wondering if maybe, possibly, it might be possible to have a better sleep without sleeping pills? and HOW ?
